Cathy joined Frank Freed Subit & Thomas in October 2025, after working for more than a decade as a civil rights attorney for the federal government. She has extensive experience advocating for employees in both public and private sectors. 

Prior to joining Frank Freed, Cathy spent twelve years as a trial attorney at the U.S. Department of Justice’s Civil Rights Division, Employment Litigation Section and the U.S. Equal Employment Opportunity Commission.  Cathy litigated employment discrimination cases nationwide, obtaining significant monetary and injunctive relief for employees who were discriminated against based on their race, sex, national origin, religion, disability, age, pregnancy, sexual orientation, and military service, as well those who were victims of retaliation.  A substantial portion of Cathy’s litigation focused on addressing systemic workplace discrimination, including pattern or practice claims involving class-wide disparate treatment, hostile work environment, and disparate impact discrimination.  Cathy was awarded the Associate Attorney General’s Distinguished Service Award and Special Commendation Award for her advocacy in high-profile systemic cases.

Earlier in her career, Cathy served as a judicial law clerk to the Honorable J. Robin Hunt at the Washington State Court of Appeals, Division Two, after graduating with Honors from the University of Washington School of Law.  She also worked at the Yale University Art Gallery and other cultural nonprofits before law school.

Cathy is excited to return to the Pacific Northwest and Seattle legal community. As an attorney at Frank Freed, Cathy will represent employees in a broad range of matters, including discrimination, hostile work environment and harassment, whistleblower and other retaliation, failures to accommodate, unpaid wages, breach of contract, and noncompetition and nonsolicitation agreements.
